MCOCA Case: Delhi Police Files Supplementary Chargesheet Against Kapil Sangwan Alias Nandu

MCOCA Case

The Delhi Police has filed a supplementary charge sheet against gangster Kapil Sangwan alias Nandu and his associate Amardeep Lochab in a case under the Maharashtra Control of Organized Crime Act, currently being heard at the Rouse Avenue Court.

Allegations Against Sangwan

According to investigators, Sangwan is allegedly running a well-structured, organized crime syndicate with multiple associates. He is stated to have fled to the United Kingdom and was declared a proclaimed offender in May 2025.

The case has already seen the prosecution of several individuals, including former Aam Aadmi Party (AAP) MLA Naresh Balyan, who is accused of having links with the syndicate.

Case Proceedings

The matter is being heard by Special Judge Vishal Gogne and is currently at the stage of arguments on the charge. The next hearing is scheduled for September 26.

Balyan, who was arrested on December 4, 2024, remains in custody. He was also charge-sheeted through a supplementary report. The court had earlier taken cognizance of the main offenses under Sections 3 and 4 of the MCOC Act on February 24.

Over the course of the investigation, the Delhi Police has filed several supplementary charge sheets:

July 15, 2025: A supplementary charge sheet was filed against Vikas Gehlot and his wife, Veenita. Police invoked Section 25 of the Arms Act against Veenita in addition to MCOCA charges.

Against Balyan: Supplementary charges under Sections 3 and 4 of MCOCA were filed, formally linking him to the alleged syndicate.

Accused Named

The police have filed charge sheets against a long list of accused individuals allegedly associated with Sangwan’s network. These include,

  1. Naresh Balyan (former AAP MLA)
  2. Ritik alias Peter
  3. Rohit alias Anna
  4. Sachin Chikara
  5. Sahil alias Police
  6. Vijay alias Kalu
  7. Vikas Gehlot and Veenita

Jyoti Prakash alias Baba — identified as the real brother of gangster Kapil Sangwan.

With the latest filing, the police have brought Kapil Sangwan and Amardeep Lochab formally into the ambit of the proceedings.
