Delhi HC Expresses Displeasure with Construction of Concrete Road in Central Ridge Area

The Delhi High Court on Thursday expressed its dissatisfaction with the construction of a concrete road in the central ridge area of the national capital.

The court sternly directed the city authorities to rectify the situation promptly or face contempt proceedings.

A single bench of Justice Jasmeet Singh issued a directive for the removal of the concrete road, stating, “There is no need to beautify the central ridge. Instead of adding stones, comprehend that the people of Delhi are battling for fresh air. Why are you constructing a road there?”

“Obtain information about the road’s construction. If you fail to take corrective measures, we will initiate contempt proceedings. The central ridge area should remain untouched, including no tree pruning,” the court warned.

The ridge, recognized as the lungs of the national capital, extends from the Aravalli hill range in Delhi. It is characterized by rocky terrain, hills, and forests. Administrative divisions have categorized it into four zones: south, south-central, central, and north, spanning approximately 7,784 hectares in total.

During the contempt case hearing that focused on tree plantation and green cover, the amicus curiae (a lawyer appointed to assist the court) informed the court about the presence of concrete roads and road rollers within the central ridge.

The court had assigned Gautam Narayan, Aditya Narayan Prasad, and Prabhsahay Kaur as amicus curiae for the case.

Justice Singh askedthe Deputy Conservator of Forest (DCF) present virtually during the proceedings, seeking an explanation for the rationale behind constructing a concrete road within the central ridge area.

The court inquired, “Why are road rollers present inside the central ridge? You don’t need a roller for tree pruning… Why is a JCB (earthmover) inside the central ridge?”

The forest official responded that the road had been in existence for a considerable period and served an ISRO station. Some tree pruning had also taken place.

The court demanded, “Remove the concrete from the ridge. Convert it into an unpaved road. What is the vehicular movement like at the earth station?”

The court scheduled the next hearing for August 28 and instructed the official to gather instructions in the interim.

“Please seek instructions. No activity should occur in the central ridge area,” the court reiterated.

During the hearing, the court also emphasized the importance of identifying areas for tree plantation and ensuring proper utilization of funds allocated for the purpose.
