The Delhi High Court has constituted a committee to revamp and reform the administrative, financial, and physical infrastructure of the national capital.
A bench comprising Acting Chief Justice Manmohan and Justice Tushar Rao Gedela issued the order after observing that Delhi is mired in continuous crises, with various authorities in the city merely passing the buck.
The court has appointed the Delhi Chief Secretary to head the committee, which will include the Delhi Police Commissioner, the Vice-Chairman of the Delhi Development Authority (DDA), and the Commissioner of the Municipal Corporation of Delhi. The committee has been directed to submit a report to the High Court within eight weeks.
The bench remarked, “Given the current situation, it is no wonder that Delhi is moving from one crisis to another. One day there is a drought and the next day a flood. It is time to reassess the administrative, financial, and physical infrastructure of Delhi.”
It emphasized that Delhi’s infrastructure physical, financial, and administrative is outdated and does not meet contemporary needs.
Additionally, the Court criticized the Delhi government for not holding a single cabinet meeting since March, when Chief Minister Arvind Kejriwal was arrested by the Enforcement Directorate in a money laundering case.
This order was issued while the Court was addressing a public interest litigation (PIL) filed by an organization named Kutumb, which sought a high-level probe into the death of three civil services aspirants in the basement of a coaching center in the Rajendra Nagar area. The High Court also expressed dissatisfaction with the Delhi Police investigation into the incident and has transferred the case to the Central Bureau of Investigation (CBI).
