Delhi Riots: HC Issues Notice On Accused’s Plea Seeking Discharge In Head Constable Ratan Lal Murder Case

The Delhi High Court has issued notice to the Delhi Police on a plea filed by Mohammad Khalid, an accused in the 2020 North East Delhi riots case involving the death of Head Constable Ratan Lal.

Khalid has challenged a Karkardooma court order dated November 22, 2024, which framed multiple charges against him under various sections of the Indian Penal Code, including murder (Section 302), rioting, criminal conspiracy, and offences under the Prevention of Damage to Public Property Act.

Justice Shalinder Kaur issued the notice on July 14 and sought a response from the Delhi Police. Special Public Prosecutor Ashish Datta, representing the police, requested more time to file a reply. Khalid was represented by advocates Sikander, Mohd. Hasan, and Heena, while the discharge plea was filed through advocate Mehmood Pracha.

Arrested in June 2023 and granted bail in September 2023, Khalid was named in the fifth supplementary chargesheet. His plea argues that there is no evidence directly linking him to the alleged offence and claims that the charges are not supported by material on record.

The matter is now listed for hearing on October 14, 2025.
