As part of its efforts to manage the annual Hajj pilgrimage more efficiently and ensure the safety of pilgrims, the Kingdom of Saudi Arabia on Monday announced a temporary suspension of visa issuance for citizens from 14 countries, including India, Pakistan, and Bangladesh.

The suspension applies to Umrah, business, and family visit visas and will remain in effect until mid-June 2025, which marks the conclusion of this year’s Hajj.

This significant move comes amid rising concerns over overcrowding during the Hajj season. In 2024, a deadly stampede occurred, attributed to unregistered pilgrims and severe heat, leading the Saudi government to take stricter precautions this year. Authorities say this visa suspension is a preventive measure aimed at avoiding similar tragedies and ensuring that only properly registered pilgrims are allowed to participate in Hajj.

Visa Restrictions Meant

Saudi officials have clarified that the decision to suspend visas is not a blanket ban but rather a temporary regulation to ensure a safer and more organized pilgrimage experience. Pilgrims must have valid Hajj permits, and entry without official documentation will be considered a serious violation.

According to the government, April 13, 2025, will be the last date to apply for Umrah visas. After this deadline, no new Umrah visas will be issued until after Hajj is completed. This measure is particularly aimed at stopping individuals from entering the Kingdom under the pretext of Umrah and then attempting to perform Hajj illegally.

Countries Affected

While Saudi authorities have not released an official list of all 14 countries facing the suspension, multiple media reports confirm that India, Pakistan, and Bangladesh are among those impacted. These countries send large numbers of pilgrims to Mecca each year, and the visa freeze is expected to affect thousands of individuals preparing for religious visits.

This decision has come as a disappointment for many prospective pilgrims, especially those planning to visit family or perform Umrah before Hajj. However, Saudi officials insist that the measure is necessary for public safety and religious order.

Crown Prince Orders Stricter

Crown Prince Mohammed bin Salman has instructed authorities to tighten visa and pilgrimage regulations. In line with this, the Saudi government has launched a digital Hajj and Umrah guide, available in 16 different languages. The guide aims to educate pilgrims on the correct procedures and ensure they understand the importance of following official channels.

The guide provides detailed information on how to obtain valid permits, what documents are needed, and how to avoid fraudulent or unauthorized arrangements. It also highlights the legal consequences of staying in the Kingdom illegally during Hajj.

Strict Penalties For Violators

In addition to visa restrictions, the government has introduced strict penalties for those attempting to bypass the system. Any individual found staying illegally during the Hajj season will be subject to a five-year entry ban and a fine of SAR 10,000 (approximately USD 2,666).

Authorities are urging all foreign nationals to ensure they have proper documentation and refrain from making unauthorized attempts to participate in the Hajj.

Saudi Arabia has emphasized that while it welcomes millions of pilgrims each year, maintaining order and safety is the top priority. With these new guidelines in place, the Kingdom hopes to provide a smoother and more secure experience for all registered pilgrims attending Hajj 2025.
