UN Lists Abdul Rehman Makki As Global Terrorist After China Lifts Technical Hold

On Monday, the United Nations Security Council (UNSC) issued a press statement in which they listed 68-year-old Pakistan-based terrorist Abdul Rehman Makki as a global terrorist for raising funds, recruiting and radicalizing youth to violence, and planning attacks in India under its ISIL (Da’esh) and Al-Qaida Sanctions Committee.

This listing comes after China last year put on India`s bid to name the Lashkar-e-Taiba (LeT) leader a global terrorist. The proposal to add terrorist Abdul Rehman Makki to the sanctions committee, commonly known as the UNSC 1267 Committee, was blocked, and India criticized China for doing so in June 2022.

The UN said in a statement, “On 16 January 2023, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al-Qaida, and associated individuals, groups, undertakings and entities approved the addition of the entry specified below to its ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021) and adopted under Chapter VII of the Charter of the United Nations.”

Makki has held positions of leadership within LeT and JUD. LeT was responsible for or had involvement in the Red Fort attack, in which six LeT terrorists stormed the Red Fort on December 22, 2000, and opened indiscriminate fire on security forces guarding the Fort. He is also responsible for the Rampur attack, in which five LeT terrorists attacked a CRPF camp in Rampur on January 1, 2008, killing seven personnel and a rickshaw puller.

Attacks such as the 26/11 Mumbai attacks from November 26-28, 2008, were regarded as the most audacious LeT attack in India, in which ten terrorists from Pakistan entered Mumbai via the Arabian Sea with pre-determined targets. Amir Ajmal Kasab was caught alive, but the rest were killed.

Makki was also involved in the attacks on Karan Nagar (12–13 February 2018), Khanpora (30 May 2018), Srinagar (14 June 2018), and Gurez/ Bandipora (7 August 2018).
