The National Investigation Agency (NIA) charged 2 individuals, including a Libya-based terrorist, in the ISIS terror conspiracy case linked to the Chhatrapati Sambhajinagar (Aurangabad), Maharashtra module of the global terror network.
Mohammed Shoeb Khan and Mohammed Zoheb Khan were named as key conspirators by the NIA for their role in promoting ISIS’ anti-India agenda. Mohammed Zoheb Khan was arrested earlier this year after raids across multiple locations.
The chargesheet filed by the NIA in Mumbai’s Special Court accused the two of conspiring to recruit vulnerable youth for carrying out terror attacks at sensitive installations in India. They face charges under various sections of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act.
According to the NIA, investigations uncovered international linkages in the conspiracy, involving foreign-based ISIS handlers. The agency revealed that Shoeb and Zoheb had pledged allegiance to the self-proclaimed Khalifa of ISIS and planned to flee to Afghanistan or Turkey after executing attacks in India.
They were also involved in creating a website to promote ISIS’ extremist ideology and attract global youth to join the group.
Zoheb, recruited by Shoeb, formed a WhatsApp group to radicalize over 50 youth from Aurangabad, sharing instructional videos on explosives manufacturing and IED fabrication. The NIA detailed their plans for multiple terror attacks across India, aimed at undermining the country’s safety, secular ethos, cultural integrity, and democratic systems.
