Consumer Forum Stays Construction Of Actress Sunny Leone’s Restaurant-Cum-Bar In Lucknow

A consumer forum in Uttar Pradesh has halted the construction of actress Sunny Leone’s restaurant-cum-bar, citing its “unauthorized activity” as a “permanent nuisance” that threatens the safety and privacy of nearby institutions, including the High Court and Indira Gandhi Pratishthan.

Justice Ashok Kumar, Chairperson of the State Consumer Disputes Redressal Commission, expressed concern over the allotment of the society’s community center for commercial use.

The establishment, named “Chica Loca by Sunny Leone,” was deemed to be a security risk to the surrounding areas, especially given that the Indira Gandhi Pratishthan hosts high-profile national and state events attended by dignitaries, including the President and Prime Minister.

The commission strongly criticized Experion Developers Pvt Ltd for constructing illegally and engaging in activities that undermine the privacy and security of these prominent institutions. A statement issued by the commission emphasized the breach of laws, particularly the Uttar Pradesh Apartment (Promotion of Construction, Ownership and Maintenance) Act, 2010, and the RERA Act, alongside violations of fire safety norms and environmental regulations.

The complaint, filed by Lucknow resident Prema Sinha, was backed by legal counsels Manu Dixit and Saurabh Singh. The forum also voiced disappointment at the Lucknow Development Authority’s approval of the controversial project, which included changes to the original sanctioned plan. This approval, the commission noted, directly contravened multiple regulations.

Justice Kumar issued several directions, including an immediate halt to construction that violated the approved plans and the restoration of areas encroached upon—especially spaces designated for children and senior citizens. Developers have been ordered to submit an undertaking within seven days, committing to strict adherence to the court’s directives.

The commission warned that failure to comply with these orders would lead to the demolition of unauthorised structures, including obstacles blocking fire exits and pathways for fire tenders. Furthermore, Justice Kumar instructed the complainant to serve a copy of the order to the Vice-Chairman and Secretary of the Lucknow Development Authority, directing them to enforce the ruling.

The matter has been scheduled for a follow-up hearing on February 19. The commission made it clear that non-compliance would result in severe legal consequences for the developers involved.
