Election Commission Introduces Key Reforms To Improve Accuracy Of Electoral Rolls

In a significant move to enhance the integrity of electoral rolls, the Election Commission of India has introduced 3 key initiatives aimed at streamlining voter registration and data accuracy.

These steps reflect the vision of Chief Election Commissioner Gyanesh Kumar and were outlined during the recent Conference of Chief Electoral Officers held in the presence of Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi.

1. Automatic Removal of Deceased Voters
The ECI will now receive electronic updates on death registrations directly from the Registrar General of India. This integration, made possible under Rule 9 of the Registration of Electors Rules, 1960 and Section 3(5)(b) of the amended Registration of Births and Deaths Act, 1969, will allow Electoral Registration Officers (EROs) to promptly update the voter database. Booth Level Officers (BLOs) will then verify these records on the ground, eliminating the need for citizens to submit a formal request via Form 7. This proactive approach is expected to improve the accuracy of the electoral rolls and prevent misuse of voter identities.

2. Revamped Voter Information Slips
To assist voters and reduce confusion on polling day, the ECI is redesigning Voter Information Slips. The updated format will display the voter’s part number and serial number in a larger, clearer font, making it easier for individuals to locate their polling booths and for election officials to find names on the voter list efficiently. This change is aimed at improving the overall experience for voters during elections.

3. Identity Cards for Booth Level Officers
Recognizing the crucial role of BLOs in voter outreach and registration, the Commission has ordered the issuance of official photo ID cards to all BLOs. Appointed under Section 13B(2) of the Representation of the People Act, 1950, BLOs act as the first point of contact for voters. The move will ensure they are easily identifiable during door-to-door verification and enrollment drives, fostering greater public trust in the electoral process.
