The National Investigation Agency has filed charges against a 22nd accused, Rahul Sarkar, in the 2022 Lawrence Bishnoi gang and Babbar Khalsa International terror-gangster nexus case, officials confirmed on Monday.
Details Of The Case
Registered as RC-39/2022/NIA/DLI, the case involves a terror conspiracy orchestrated by the Lawrence Bishnoi gang in collaboration with the proscribed BKI outfit, aimed at spreading terror across India.
In its 5th charge sheet, submitted before the NIA Special Court, Patiala House, Delhi, the agency has accused Rahul Sarkar of facilitating terror activities for the Bishnoi gang. Investigations revealed that Sarkar helped gang members flee the country by creating and providing forged identity documents, including Aadhaar cards, voter IDs, and bank passbooks.
The fake documents were reportedly used by the accused, including co-accused Sachin Bishnoi, to fraudulently obtain passports, enabling them to continue their terror operations abroad.
Status Of Accused
Rahul Sarkar is the 22nd person to be charge-sheeted in this high-profile case. Out of these, 18 accused have been arrested, while four remain absconding.
The case was initially registered by the Delhi Police Special Cell on August 4, 2022, and later taken over by the NIA on August 26, 2022, which continues to investigate the gang-terrorist nexus.

Last week, the NIA filed another charge sheet against four accused in connection with a grenade attack at the residence of former Punjab Minister Manoranjan Kalia in Jalandhar.
The charge sheet lists-
Arrested: Saidul Ameen (Amroha, Uttar Pradesh) and Abhijot Jangra (Kurukshetra, Haryana)
Absconders: Kulbir Singh Sidhu (Yamunanagar, Haryana) and Manish, alias Kaka Rana (Karnal, Haryana)
All 4 have been charged under various sections of the Unlawful Activities (Prevention) Act (UAPA), Bombs and Narcotics Sections, and the Explosive Substances Act, as per RC-/11/2025/NIA/DLI.
The grenade attack occurred on April 7, 2025, and the NIA took over the investigation on April 12. Reports indicate that Kulbir Singh, an operative of the banned BKI, along with Manish (Kaka Rana), planned and formed a terror gang to carry out such attacks.
