The Delhi Services Bill has been passed in the Rajya Sabha. Now the only formality left is the President’s signature on it. Voting in Rajya Sabha was done through paper slips due to a defect in the voting system of Rajya Sabha. In the Rajya Sabha, 131 members voted in favor of the bill and 102 in the opposition and the Delhi Services Bill was passed with a majority. This bill will replace the Ordinance in force for the formation of an authority for transfer and posting of Group-A officers in Delhi. Earlier, Union Home Minister Amit Shah answered the questions of the opposition related to the bill. He explained in detail why the bill is necessary.
Amit Shah said that we have brought this bill not to bring power to the Centre, but to legally stop the Delhi UT government from encroaching on the power given to the Centre. Significantly, the Services Bill was passed by voice vote in the Lok Sabha amidst the boycott by the opposition parties.
In fact, it was said that out of 233 members of the Rajya Sabha with voting rights, 121 have already given assurance of support to the BJP. In favor of Kejriwal’s opposition ie Congress, Mamata, Communists etc., only 110 votes will be cast. Two votes could have gone either way. It means that it was already known that the Delhi Services Bill will be passed in the Rajya Sabha as well. But the majority with which this bill has been passed shows that the name of PM Narendra Modi is ringing in the country. In the Rajya Sabha, the opposition alliance got 8 votes less than expected. While PM Modi’s NDA Alliance got 10 votes more than expected.
One of the implications of this is that Arvind Kejriwal, riding on the back of Rahul Gandhi, started messing with PM Modi, now he is neither at home nor at Ghat. Arvind Kejriwal wanted to give a political alternative to the country by doing anti-Congress politics, now he will not be able to do that. Neither they will be able to oppose the Congress nor will they be able to become an alternative to the Congress. If he is out of Rahul Gandhi’s alliance and once raises the flag of opposition to Congress, then he will be called a cheater, a traitor and a mean person. Passing of Delhi Service Bill in Rajya Sabha is not a good sign for the opposition.
Responding to the discussion on the Delhi Services Bill, Home Minister Amit Shah said that the bill brought in place of the Ordinance related to the transfer and posting of officers in Delhi is aimed at protecting the interests of the people of the national capital. No usurpation of interests. Home Minister Shah has said that the purpose of the bill is corruption-free and people-oriented governance in Delhi. He said that the system which existed during the Congress rule, is not going to change even a little bit through this bill.
