J&K’s NIA Court Issues Proclamation Notice Against Wanted Terrorist

The Special NIA Court in Kulgam district, Jammu and Kashmir, has issued a proclamation notice against a wanted terrorist, Zakir Ahmad Ganie, for his alleged involvement in multiple terror-related activities, police said on Saturday.

According to police, Ganie, a resident of Mutalhama, has been actively involved in unlawful and terror-linked activities. He is wanted in connection with a case filed under several provisions of the Unlawful Activities (Prevention) Act (UAPA), including Sections 13, 16, 18B, 20, and 38.

The Court of Special Judge (designated under the NIA Act) in Kulgam issued the proclamation under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), directing Ganie to surrender before the authorities.

30 Days To Surrender

The court has granted the accused 30 days’ time to present himself before the competent authority. Officials warned that if Ganie fails to comply within the stipulated period, the court will initiate further legal proceedings against him under the law.

Proclamation After Warrant

Before issuing the proclamation, the court had already ordered an open-ended non-bailable warrant (NBW) against Ganie. Since the warrant failed to secure his presence, the court moved a step further by invoking the proclamation procedure.

Acting on the court’s directives, a police team pasted copies of the proclamation notice at Ganie’s residence in Mutalhama and in other prominent public spots within the village. Officials said this was done to ensure wide publicity and compliance with the order.

Crackdown On Terror Suspects

Police and security agencies have been intensifying efforts to track down wanted terrorists, disrupt their networks, and ensure accountability through the legal process.

Authorities believe that issuing public proclamations and attaching properties of absconding militants creates pressure on families and communities, forcing such individuals to surrender or face tougher action under anti-terror laws.
