MCOCA Case: Delhi Court Accepts Supplementary Charge Sheet Filed Against Ex-MLA Naresh Balyan

The Rouse Avenue Court on Monday accepted a supplementary chargesheet filed by the Delhi Police against former MLA Naresh Balyan and three others in connection with a case under the Maharashtra Control of Organised Crime Act (MCOCA).

The charges pertain to alleged links with an organised crime syndicate led by gangster Kapil Sangwan alias Nandu.

Special Judge Digvinay Singh, while accepting the supplementary chargesheet, directed the Delhi Police to provide its copies to the accused and their respective counsels. The chargesheet has been filed against Naresh Balyan, Sahil alias Poli, Vijay Gehlot alias Kalu, and Jyoti Prakash alias Baba.

Prosecution Submissions

Special Public Prosecutor Akhand Pratap Singh informed the court that the chargesheet was filed under Sections 3 and 4 of MCOCA, specifically against Naresh Balyan and three other co-accused. He further clarified that Section 3 of MCOCA was invoked against all three co-accused named in the chargesheet.

Meanwhile, the court had already taken cognizance of the main chargesheet filed earlier in the same case against Ritik alias Peter, and also the first supplementary chargesheet against Rohit alias Anna and Sachin Chikara.

Background Of Case

The present supplementary chargesheet marks the second in this case, but is the first to formally name Naresh Balyan as an accused. Balyan was arrested on December 4, 2024, and the court had earlier granted the Delhi Police an extension of 60 days, on March 1, 2025, to complete the investigation against him. That extension was due to expire on May 4.

The charges stem from a broader probe into the alleged criminal activities of the Kapil Sangwan gang. Delhi Police have alleged that Balyan and the others were involved in an organised crime syndicate that carried out serious criminal offences under the ambit of MCOCA.

Other Developments In Case

Another accused, Vikas Gehlot, was recently arrested and is currently in judicial custody. His statement has been recorded under Section 18 of MCOCA, which deals with confessions made to police officers.

With the court now in possession of the supplementary chargesheet and further scrutiny scheduled, the case continues to evolve with multiple layers of investigation and several accused already behind bars.

The developments in this case point to an ongoing and intensified crackdown on organised crime in the national capital, with law enforcement tightening the net on those allegedly connected to Delhi’s gang networks.
