Naresh Balyan MCOCA Case: Delhi Court Lists Supplementary Charge Sheet For Consideration

The Rouse Avenue Court has scheduled the hearing of a supplementary charge sheet filed against former MLA Naresh Balyan, along with Vijay alias Kalu, Sahil alias Poli, and Jyoti Prakash alias Baba, for May 5.

The matter was heard before Special Judge Digvinay Singh.

Charge Sheet Filed Under MCOCA

During the proceedings, Special Public Prosecutor (SPP) Akhand Pratap Singh informed the court that the supplementary charge sheet had been submitted under Sections 3 and 4 of the Maharashtra Control of Organised Crime Act (MCOCA) against Balyan. Section 3, which deals with punishment for organised crime, was also invoked against the other three accused.

Accused Linked To Gangster Kapil Sangwan

The charge sheet, filed by the Delhi Police on May 1, names Naresh Balyan and his three co-accused in connection with an ongoing investigation into an organised crime syndicate allegedly led by gangster Kapil Sangwan alias Nandu. This is the second supplementary charge sheet in the case, but it marks the first direct charge sheet against Balyan.

Earlier Developments In Case

Previously, a main charge sheet was filed against Ritik alias Peter, while a first supplementary charge sheet targeted Rohit alias Anna and Sachin Chikara, both of which the court has already taken cognisance of.

Balyan, who was arrested on December 4, 2024, has remained in custody as the investigation continued. The court had earlier granted the Delhi Police two extensions of 60 days each—on March 1 and again on April 23—to complete the investigation against Balyan, Sahil, and Vijay. The latest extension for Balyan expires on May 4.

As the case unfolds, the court will assess the contents of the supplementary charge sheet and decide whether to take cognisance against Balyan and the three others. The outcome could significantly impact the ongoing crackdown on the alleged crime network connected to Kapil Sangwan.
