The NIA special court in Chandigarh has recently announced that Jaswinder Singh, aka Multan, a member of the banned ‘unlawful association’ Sikhs for Justice, has been declared a Proclaimed Offender in the Model Jail Tiffin Bomb case of April 2022.
Multan, who was from the village of Mansoorpur in Hoshiarpur district, Punjab, has been declared a Proclaimed Offender under section 82 of the CrPC.
Multani is currently residing in Germany, and has a non-bailable warrant issued against him. The NIA Court issued the NBW on January 5 of this year and also offered a reward of Rs 10 lakh for his arrest. Additionally, a Look Out Circular has been opened against him.
Multan has been identified as the mastermind behind the placement of an IED bomb outside the wall of Model Jail in Burail, Chandigarh, with the intent to spread terror and violence. The tiffin bomb, along with a detonator, was discovered in a black bag outside the Jail on April 22 last year.
The case was originally registered against unidentified individuals by the Chandigarh Police under the Explosive Substances Act 1908. In May of the same year, the NIA took over the case and re-registered it with additional provisions under the Unlawful Activities (Prevention) Act-1967.
NIA investigations have revealed that Multan orchestrated the crime from Germany and maintained communication with pro-Khalistan operatives based in India, Pakistan, and other countries. “Multan was basically using them to promote violence & terror.”
According to the investigations, the accused was using social media to identify, recruit, motivate, and radicalize youth in Punjab. “He was also involved in the transmission and procurement of funds and coordinating the movement of arms, ammunition, and explosives from Pakistan into India.”
