The Supreme Court on Monday dismissed a petition that challenged the Telangana High Court’s decision to uphold a State rule requiring knowledge of the Telugu language for appointment as a Civil Judge.
The petition was filed by Mohd Shujath Hussain, who argued that the Telangana Judicial (Service and Cadre) Rules, 2023, unfairly excluded Urdu, even though Urdu was declared the second official language of the State in 2017. Hussain, who had studied in the Urdu medium, said candidates should have the option to take the test in Urdu as well.
However, a Bench of Justices B.R. Gavai and A.G. Masih refused to intervene, agreeing with the High Court’s ruling that Telugu proficiency was necessary for judicial appointments in Telangana.
The decision means that Telugu language skills will continue to be a mandatory qualification for anyone aspiring to become a Civil Judge in the State.
